The right to confer a doctorate is the right to supervise a doctorate up until the point at which the doctoral degree is awarded. It includes supervision, examination and grading of the PhD thesis, and approval of PhD defenses. There is a faculty-internal and a faculty-external right to confer a doctorate (PromVO 2019, § 8-10).
The right to supervise is the right to supervise a doctorate until the procedure for obtaining a doctoral degree is initiated. It is not possible to assess and evaluate the dissertation or to take doctoral examinations.
